Well I know that FHD 'full hd' is 1920x1080
I'm going to speculate that HD is 1366x720-ish
and HD+ is somewhere in between... 1680x950-ish

Bi-annual = Once every two years.
Semi-annual = Twice a year.

The difference is Microsoft is creating the tools for developers to much more easily utilize multiple cores and gpus. This is to prevent the very thing that happened to Sony with the PS3.
