They cound already transform before coming to Earth. They just transformed into vehicles that were similar in design to what their Earthen counterparts would end up being. For example, Bumblebee didn't transform into a VW Beetle on Cybertron, but it looked an awful lot like one.

Yes it is a prequel. Extraction takes place during the initial monster break out (I forget what they are actually called in the game).
