This is huge "Duh!" I mean, there is already a lot of scholarship about game narrative. I wrote my own Master's thesis on the subject.

This list is really stupid, precisely because it's obviously bias and does not have any real process for how it was created. "Fun to play" is completely subjective. And it's pretty clear that it was written by people who never played anything older than a Nintendo game. When I think of "important" games, I think of things like Pac-man, which continues to draw players 27 years after it was created. Or how about Spacewar!, which outshines just about everything on this list in terms of "importance".

For that matter, how can they even enforce this? They don't have jurisdiction to force the selling entities to implement a collection unless they have a presence in Wisconsin. So will this be like a use tax? If it is, are they going to hire 10,000 auditors to follow up with all the people that won't actually report it?

Yeah, they'll need the tax credit for development, because now they're going to have to re-write all the back-end purchasing software to ensure that Wisconsin residents pay tax and others don't. This is going to have a lot of problems.
