The only reason you would need to hold down option during the install reboots is if you didn't select start installation from the boot camp assistant. The Boot Camp Assistant will set the windows partition as the default boot partition (like a user would using the startup disc pane.
Secondly, the UAC is not nearly as annoying in Windows 7 as it was in Vista, so even if it was a good idea before (it wasn't, Windows needs that security), there's even less reason to disable it now.
Finally, the boot camp driver installer already runs as admin, and the user will need to authenticate (if they're not admin) or okay the install via the UAC if they are an administrator. You should not have to specifically run the installer as admin.
