I'm pretty sure that Square's official policy is to put games on the Virtual Console when they aren't really marketable as retail products.

I SERIOUSLY doubt that Ogre Battle 64 is marketable as a retail product.

You'll all probably laugh at me for saying this, but I don't think it's out of the question that Nintendo might publish this. Miyamoto himself praised DEFCON @ GDC '07.

Quick question: Why do people seem to expect a sales juggernaut from the makers of Okami, Viewtiful Joe, and God Hand? Let's face it, this particular developer doesn't exactly have a strong track record of churning out hits.
