Apparently some ppl are under the impression that if popular culture reflects whats really going on in the lives of our kids it will encourage them to do those things. Parents hate to be confronted with real every day things in their kids lives because they feel like if they don't know about it, it doesn't happen. So they think stuff like this is going to encourage it, when it's already happening, if maybe in private.
Two reasons, one is the same reason they have no xbox mouse or keyboard, Microsoft seems to have an allergic reaction to the mere idea of XBox being seen as anything even remotely similar to a PC, why? who knows.
Second, I can imagine if they bundled IE with XBox, the DOJ would have a fit, saying they're leveraging their success in one business to compete in another, or some such nonsense.
I'd go with reason one, it makes no sense, but the second one never seemed to stop MS before
