Gun games like Time Crisis and House of the Dead are supposed to be more about quick aiming and quick target determination than an FPS. It's usually more about the standoff situation of hiding behind barrels than about run-and-gun-and-get-the-heathpack. So yes, adding a FPS mode to Time Crisis is just plain stupid and of course Unreal, Crysis, etc. are going to be way better FPS experiences.
The real danger about an ad like this isn't so much it's current offensiveness: it can be taken both ways, and many people can point out that the campaign itself makes the fight "balanced" and unclear who is winning. What's dangerous is the wannabe ads that will come out if this one is successful. If one marginally offensive ad is successful, it's only a matter of time before a copycat makes a genuinely racist ad.
