They closed it with Disarm as a tribute to Billy's grandmother, who passed away the week before. Instead, he was offered "cool stuff" (to quote an email from High Voltage) in exchange for the codes he handed over to them. Really, he's just cooperating with them. And while the hack was easy enough, I saw a ton of assembly code, enough to think that it wasn't something practically everyone would do.
High Voltage left the door completely open for hacking to happen, which is incredibly unfortunate. However, Nintendo may actually go through with banning cheaters from the Wii's Wi-Fi service entirely. And yes, people CAN change their MAC addresses on the Wii, but how far will they get without getting banned again?
The fact is, even a slap on this wrist to prove that Nintendo is getting serious about it will make the online experience better for everyone involved. If this gets big enough, Nintendo may actually grow up and make a solid online system the next time around, and High Voltage may actually think about security.
