It's being cross shopped against the Mazda 3, Impreza, and Matrix - all of which return worse highway MPG than the Golf save the base Matrix. And unless I'm mistaken, the Golf is also the most powerful NA hatchback on sale in North America.
People don't buy the Golf because it's speedy - that's what the GTI is for. They buy it because they specifically want a hatch under 20k.
