My understanding is this: Those items are to be a perk, so they are the lowest item level of the epics. They're supposed to be "epic" from a story sense, but not replace raiding gear in the future. Also, a secondary benefit is to get you into the process of raiding as a whole by giving you some decent equipment to get into the process a little more smoothly. Like you said, transitional.

The ZG/ZA heroics have higher item levels because if they did not, you would not feel anywhere near as inclined to run them. They were introduced after the first tier of raids, so they really needed a little something extra. Heroics have always been this way.
