Yeah I think Halsey is definitely talking to Cortana (great minds think alike) but I'm not really sure why she would be choosing one of Nobel team to save humanity when she's on a mission with the MC to do that already.
I think the 'you've made you choice' bit may be a separate conversation referring to Cortana choosing the Chief for their mission and the start is about Nobel team holding the line.

Actually just watched it again it does sound like she's sending an AI on a mission in the end a bit like in the book. Probably has something to do with those funky artefacts they dig up guess we'll find out.

Maybe but as your in a team I would have thought they would be your companions feeding the tac data in instead of an AI. I only read the first couple of books but from what I remember Cortana was on or around Reach so she's probably in the game and they'll be using the same voice actor for Dr Halsey anyway.
