Pay per play rather than pay per month? i.e. like X-box live arcade downloads?

I was a little disappointed with GTA4 despite having quite a bit of fun playing through the game - but I have no urge to grab this content right now. Especially with more downloadable content from Fallout and Tomb Raider on the way... oh and a certain Street Fighter 4 tomorrow!
