It's made it impossible for them to replace their failing units (failing from operating all the time), or for them to upgrade the size of their supercomputer clusters. Now, if such arrangement as you've said exist, they wouldn't be concerned would they?

It's still possible that Sony have come to similar arrangements - as you propose - with these institutions since then, but I haven't read any news about it.
