Ice barrier can be dispelled. Ice block and pally bubble can be mass dispelled or shattered in 3.1. If CloS was 100%, they would need to introduce some kind of counter to actually balance it.

Please consider what spells an arcane mage will be casting. You don't go that far into the tree to spam either fireball, frostbolt, or frostfire bolt in the hopes of getting one with an instant cast.
So you have arcane missiles, arcane blast, and arcane barrage (maybe frostbolt if you are weaving them in with an arcane/frost AB-spam build). Arcane missiles before did not get any benefit. Arcane barrage is already an instant cast. That leaves arcane blast, which would go from a 1.5 second cast to an instant cast with a 1.5 second GCD (before any spell haste). You could get an instant cast fireball or frostbolt (with a 1.5 second GCD) every so often if you procced it off an arcane missile or arcane barrage cast, but if you are arcane blast spamming, the procs could easily be consumed by an arcane blast, giving you no benefit.
With the current changes, arcane missiles now benefits from it, while arcane blast will be cast below the GCD, which is affected by spell haste itself. Add to it that it is a tier higher, and this is clearly a buff.
Missile barrage looks to be a good replacement. It could be made better if arcane blast could also trigger it.
Please tell me you are kidding. 6% passive haste is much better than the procced instacasts the talent used to have based on spell rotations an arcane mage would use, and at a tier higher.
Have also seen reports of stacking mage groups to AB spam throughout the fight with 3 mages, 1 elemental shaman, and 1 shadow priest, frostbolting during heroism since it drops AB below the 1 sec GCD cap. Rotating through Drums of Restoration, the group can generate 3000 mana over 75 seconds (200 mp5) every 2 minutes.
