Me thinks they didn't install the disc, which vastly improve load times (and I've had no framerate issues in my copy either).

This is like...the majority of downloadable games on XBLA and PSN. You download the full game in the demo, and then you buy the unlock. For fighting games, having a good amount of the data on the disc is the best way to keep balance. Remember how Street Fighter IV Arcade Edition was when the 4 characters were added?

They do, they give them access to multiplayer or preorder DLC, or free swag for preordering.
