It is the license you get one you purchase a arcade game when you get a new console all you need to do is transfer the license to the new console and offline is available to all arcade games.
I believe you and a lot of people on here fail to see the real impact if this law was passed.
Under the First Amendment right in the US constitution "Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances." while expression is not directly listed in the bill of rights it is understood that it is part of the first amendment.
Making it illegal to sell video games to minors would most certainly interfere with this Amendment for video game developers. It would place video games outside of the first amendment the same amendment that protects movies, music, art and all that good stuff. It would basically be censoring video game albeit to children but nevertheless it sensors. but the other part of the bill that would be bad as well is if I work at ebgames and sell a video game to a minor I could be punished by state and/or federal law. As someone who has worked in retail it is not the easiest thing to do is id customers.
Its easy to say that the law would give parents more authority over their children but it is not the Governments job to tell me to watch what I buy for my children. My parents purchase me M rated games years before I was of age not because they did not know what M meant but because they knew it would have no ill effects on me.
I kinda know what he means, but this game is going to be like crack I will be trying to get my fix of it. GTAIV was a beautiful game and a deep expansive city but a lot of what made GTA series so much fun was absent from the game im not talking about the tank either.

Its not one political parties fault its both, our current problem goes all the way back to Jimmy Carters days. Many of the regulations placed on this nation then and since then have aided in both helping our nation and damaging it. When you have two forms of politics to choose from (I know there is moor but one actually becoming President is slim) you have to pick the one that is going to do the least damage and have the potential to help this country. When choosing I don't want to pay more taxes than necessary to run this country not aid the people. I want my taxes to go toward productive thing that put our race (Human) forward. I don't want my money to go toward helping someone get their broke finger looked at or pay for a teens abortion or an illegal immigrants heart burn. Its not strictly Republicans or Democrats fault its the Socialist who want the government to control our money. But it seems that there are more Democrats have socialist leanings. I too believe that Republicans base too many decisions on religion, more around the science side of. I am no fan of Obama nor was I a fan of McCain.
The demo actually did the opposite for me. I have been a fan of the series since the beginning and My favorite will always be Chaos Theory the best in the series IMO. But the one button multiple kills and the fact that it seems like you have to kill everyone in your path the stealth just seemed to be sent out the door. I am not saying I'm not going to ever pick it up but it is by no means a day one purchase. Ill save my money for Red Dead Redemption. Lets just hope R* doesn't treat it like GTAIV.
