To clarify on your fourth point, it's only legal for you to call a debtor between 8AM and 9PM in the debtor's time zone. That's part of the Fair Debt Collection Practices Act. Those laws were written specifically mentioning third-party collection agencies, but subsequent rulings have shown that the credit card companies are held to the same standards when making collection calls in their own debts. You also can't call people at work once you've been informed that the debtor's employer doesn't allow it.
I do agree with you, though, that it's usually someone's own fault if they're in debt that they can't handle. We have a hard time distinguishing between "wants" and "needs".
