Except there is a preorder bonus and new purchase bonus for DAII as well. If you preorder before March 8 you get a shield and sword. If you purchase a new copy you get a Marbari, a mirror to respec your character and more crafting options. So they've done all 3, they're just rewarding our level of commitment to varying degrees.

Correct: it's a salute to their fans. Your $60 is worth less because you chose to wait and see. That's completely your prerogative, of course, but you have no grounds for complaint if you chose not to take advantage of an incentive.

Corporations are not non-profit organizations. They require money to keep the lights on, pay developers, and produce top quality games. One method of generating capital is to maximize pre-orders. They will take steps to provide incentive for new purchases to avoid losing revenue to Gamestop for those that choose to buy their games used. They may choose to do this by taking away content from those who buy used. None of this should shock anyone.
