It's still buggy. If you remove a completed game and restart the app the delete games will show up as active.

@Cleric Sony required publishers to pay to have their stuff downloaded from the PSN network. They probably figured that they spent enough money based on the number of downloads.

@GTThaAceman The difference between this and Alan Wake is they are requiring you to preorder the Signature edition by a certain date to get the DLC for free. With Alan Wake (and Mass Effect 2 & Dragon Age Origins) you just needed to buy the game new, not used.
