I think I heard this is more so that developers can test ideas without having to go the full length of programming them in. This makes the gestures to make a demo to see how a particular mechanic can work(or not work) so it can give developers thier time exploring more ideas rather than spending that time testing fewer ideas.
As an experiment, I'm using the Opera Browser for Mac at 640x480 resolution. At 70% zoom, the text is readable and there's no horizontal scrollbar. At 100% zoom, the website looks just fine. In fact, it is more than servicable. The fit-to-width function of the browser can take away the horizontal scrollbar with ease and it still looks fine. There is less screen space but it's not too much of a deal. Just a little bit more scrolling. I don't really get all of these complaints about the low resolution. Web surfing is fine, especially with modern browsers like Opera.
Max 100% means the player is hitting it right on. There's also Max 90%, Max 80%, Max 70%, Max 60%, Max 50%, and Max 1%(There may be more, I don't remember). These say how much one is off by. Max 1% can be achieved by simply holding the button during the period of time it is supposed to be hit, and can be used to retain the combo. However, the game only registers a certain number of buttons being pressed at any one time(I think 4), so one can't just hold all of the buttons to pass.
