I think that text appears for most, if not all, DLC offered on Xbox LIVE. So, now, it all depends on who controls this text, the platform holder or publisher.

Additionally, ELITE Premium is a subscription that appears in the same place as Xbox LIVE Gold in Account Management. It may be following the same usage restriction: just because one profile on the console has Gold doesn't mean that the other profiles on the same console do.
