It would be a game in the interactive sense more than the fun side. Such a game could be deeply affecting and disturbing if done right, but the difficulty in doing it right, and the surrounding controversy would make it a tricky path.
If I'm not mistaken, at one of the Holocaust museums I've been to, you'd get a little booklet with the name, picture, and background of a person during WWII who was of the persecuted population (since they weren't all jewish). At the end of the museum you found out what happened to them (did they survive? escape? or die?). Because you get to know the person a bit without having much of an idea of their fate, it establishes a connection, quite like what I believe you'd see in a "game" but to the next level.
