Rumor: No Final Fantasy XIII DLC planned, but 'possible'

Reviews from Japan indicate that this game is not as open world as previous entries in the series. Part of the fun of FFVII was exploring all around the globe, raising/racing chocobos, defeating previously unstoppable monsters, etc. If that's not what this game is about, then I don't want it. Can anyone confirm this?
