Double Fine's main strength as a studio seems to be their effusive creativity, so it hasn't made sense for years now for their games to be competing with Modern Warfare and Grand Theft Auto in the $60 marketplace, where game buyers tend to be very conservative with their money, and only buy games that are a known quantity, or already proven to be a success. The very fact that Brutal Legend was going to be published by Activision at one point says it all.

Long story short: quirky innovative titles don't sell for $60. Lower that barrier-to-entry down to $20 though, and you'll make far more in greater volume.
