the way the original Planetside worked wasn't so much like most other MMOs. There was a hub area for your faction, and you would be updated on when attacks were being planned, when the next transport would happen, etc.
Not that you couldn't free explore, but it just works differently then most MMOs. As such, having the server feel empty was never really an issue until the long tail of the game. But hell there's still people playing Planetside 1 right now.

Shouldn't be a surprise. This is how it has worked for awhile now. Braid, Super Meat Boy, Bastion, even other AAA games usually have a year buffer on xbox at least then hop over to PC.
