The reason this is happening is because in the beta they had to little servers and it caused problems. Since it released for retail the had at gone from 2-3 to 6-7 servers. In doing so some servers didn't have enough population due to other servers were more popular. This is just fixing their error of making to many servers.

I would so love a acid plasmid. You could create your own doors and make water come rushing in at foes. you could have a time limit on it. You could melt the faces of people. It would be sweet!
