Yes, a traditional JRPG needs a good story to be considered a good JRPG. FFXIII had a terrible story and was universally panned. Etrian Odyssey is a poor choice of counter-example as it is not a traditional JRPG, but a dungeon crawler. I would argue that FFXIII-2 is not a traditional JRPG either, it is more of a monster hunting game, at least that is how I have been playing it.

Sega should set up a Kickstarter project and let the fans fund the localization, and if you kick in $10 you get a $10 off code for the game or something like that. Then they don't have to guess whether it's popular enough, if it's popular enough it will pay for itself.
