I find it very strange that a post about this years micro-talks would neglect to mention Jesse Schell's passionate developer call to arms to work against the scary future he outlined in his controversial DICE speech earlier this year.
I arrived to the session late so I did not see all of the talks, but of the ones I saw it was the clear stand out.
I take issue with the first sentence in this news post. Saying that most UI panels at GDC are anything ignores the fact that there are hardly any UI panels at GDC. Last year I wasn't able to find a single UI session in the listing and this year I could only find 2, Harmonix's session mentioned here, and the speech I presented later that day (and I will assure you that wasn't dry nor technical.)
So it is hardly a problem that UI panels at GDC are dry or technical, but it is a disappointment for UI specialist like myself that they are so few. I personally would love to attend some dry, technical sessions about UI.
