In Alfred, the best I can think of is giving the script a short Spotlight comment, adding its location to the default results, and allowing AppleScripts. Then just pop open Alfred, type the comment, and hit enter. Not as quick as a shortcut, but easy to set up. A future update to Alfred will suppposedly add support for assigning shortcuts to files.
They did it because they CAN'T do it in the Mac App Store. It's technically impossible, and against Apple's terms. And they had the Powerpack long before the App Store opened, anyway.
None of the Powerpack features are, but as for the core features, you have a lot more flexibility and control, and it's way faster. Spotlight also has absolutely NO equivalent to the web searches and custom searches, which are real time-savers.

No. Get the update, and the app comes with it (yes, you can delete it). And why the heck is it a "step back?" Do you expect Apple to magically give you a new program, integrated with the OS, without having to download anything? You'll have to get the update eventually, anyway.
