The default setting for Gatekeeper is to allow all apps, signed and unsigned. The article and all the comments I read through are incorrect. I have a developer preview and can tell you for fact. (Disclaimer: this is true to the current build, it may change who knows)
Maybe in the future you should try things out before writing about them. Its very obvious that tech bloggers don't do any of the leg work themselves and instead feed off of one another.
I'm pretty sure this issue is software and will be fixed with an update. I don't know if this was mentioned already but i was curious about the charging issues so I booted my Macbook Pro unibody into windows 7 via bootcamp and sure enough I experienced the no charging error. However while in Mac osx everything charges fine.
It has also been reported by a friend of mine that while the iPad displays a no charging message it did in fact charge his iPad to full battery. He was using a windows 7 box (non Mac/bootcamp)
