Older fighting games had unlockables, because you had to play it in singleplayer, and fighting games arne't very fun in singpleplayer. Now, all fighters have online modes, so there's no need to try and prolong game life with single-player content if the multiplayer aspect is good enough.
For a mdoern fighting game it's normal to ahve all characters unlocked from the start. SFxTekken has a bigger default roster than most games in the genre, so there's nothing whatsoever to complain about. The game has numerous other issues and glitches, of course, but those have nothing to do with DLC or unlockables. The roster is humongous and instead of PS1-style unlockables there's online multiplayer to prolong playtime.
When buying software, you pay for a license. If something is on the disc, but you don't have a license for it, you shouldn't be able to normally use it.
Suppose you have a box with two seperate pieces of software on it. If you bought one and not the other, you have the other on the disc already, but can't use it legally. If you buy the other, you can install it from the disc after you enter the product key.

Yasumi Matsuno hasn't made an RPG in his entire life. He's made a few tactical games and a cinematic dungeon crawler. Then he started working on his first JRPG... but left the team long before the game was finished - rumors say, because he really hated the stupid thing.
