I had a similar issue, where I bought DA:O Digital Deluxe on the Steam Awakenings sale, but was in the middle of playing something else. When I came back to it months later, all my downloaded DLC dislodged itself from my account, thinkin' that I stoleded it. After going through a number of attempted fixes (telling the files they didn't need to verify, tweaking registry), the main thing that worked was finding the DLC files and manually deleting them. Next time I opened the game, I was delightfully greeted with a "YO DAWG UR STUFFZ DOWNLOADIN'" screen and the game accepted the files as associated with my account.
TL:DR?: Try manually deleting the files and relogging in in-game.
I was reading through this here heath regen debate and those are the two games with perfectly working systems that came to mind. Three cookies for you!

Right-click the top category bar and select Icons, then go to View and set it to Small Mode.
