Hey, dpsing while healing can be very beneficial! Really eases hm ultra (and fights with similar dps checks like madness) and I dps all the time in between the few heals needed for heroics. I can easily pull 8k with a fire ele on my resto shaman (who has poopy gear too!).

Cider has a great voice, but the other male narrator makes me want to punch his face in and the girl can barely speak English. (Sindragosa isn't setting out a delicious buffet for us!)

I'd say... 5k is the start of acceptability, a modest level of gear.
4.5k, I'd take something around that for a heroic, but I'd probably complain about them on vent.
I don't really know what tier of gear corresponds to what level of GS, but I know what kind of performance is common for different levels of GS.

I don't understand all the GS hate. Before GS, what did people do for pugs? They inspected your gear! It's just a way of summarizing what your potential performance is, based on something quick and easy: your item levels. Anyone who would mistake it for an absolute measure of someone's ability is stupid, but... no one does that!

On my server (Mug'thol-US), both are used, but I've seen people argue about how much better WH is. Most raid leaders ask for either one to get into pugs/app to guilds and that's what I do when I lead pugs. In conversation, my friends and I use both all the time. Out of the people I know, I'm the only person who pays attention to average ilevel though (which Elitist Group shows me).
They're both a good measure of your gear. I used to prefer WH because it factors in gems and enchants, but GS does that too now. I guess it depends on the server, but on Mug'thol, most people have a good idea of what gear level is implied by both scores.
