It's way to early to see this actually happening. However, people saying this can cause this behavior to happen, sometimes. Spreading rumors isn't something to be trifled with.
Again, I'm talking about staging, the process of using specific camera angles and lighting effects to display the subject in a way that maximizes the desirable effect.
Honestly, I hadn't played GTA 4 in a year, and even then it was on the Xbox. Even still, the mod seems mostly focused on the cars, adding more refined textures and more general detail and better reflections. However, I don't think the world looks a great deal better, since some of the video show a near complete removal of shadows and what looks to be a reduction in some of the other effects, like bloom and other common graphical effects.
Part of it could be that, a year without playing a game makes you think it looks a lot better than it actually had.
Is it me, or does this mod look... not too much different? A game can be made to look much better just with carefully chosen camera angles. I guess I'm not noticing the improvements.

I think people also forgot that the 3DS launched at the beginning of the year, and that impacts sales too. The Vita will likely see a slow start as well in North America.
I'd say that the open world of Ultima series had a bit more in common with the first Might and Magic or Wizardry moreso than Skyrim or Fallout 3. It had a lot to do with the fact that a more linear RPG just wasn't conceived by that point. Artificial or plot based limitations weren't common in the genre for some time afterwards. Keep in mind, Dragon Quest and Final Fantasy were released 5 years after the first Ultima, and Dragon Quest still had a great deal of freedom that was lost from the genre.
Let's just be honest here, and give Richard Garriott credit for basically creating what many recognize to be the layout for the genre. RPGs technically did exist in the 1970's, but Ultima was probably the main inspiration for the genre we know today.
The video card in the 360 is an ATI card, not an nVidia card. Still, the fact that the console only had a single configuration, developers don't need a go between software like DirectX and they can work directly with the hardware commands. That's why current PC games look only about 5 times better (although with some much better looking processing effects not available on existing consoles) with up to 64 times the hardware specifications (current PCs can have 32 gigs of system ram, and 2 gigs of video card ram per video card).
A difference of 20% between the Wii U and Xbox 360 is pretty darn close. Software and system features will be really important, especially to me. I would spit on the Wii U if they don't improve the online features from the Wii.
