No, that's not what it means. It means that unsigned apps (which are a separate thing from the Mac app store) will not run by default. A number of Mac game developers sign their apps, regardless of being on the Mac App store or not, so they will work in 10.8. I would further expect many who do not currently sign to patch their apps before then to add signing because it's simple and easy to do.
