I'm just going to go out on a limb here and say that Microsoft has a generic "No killing humans" clause when they publish these games on their service.
It makes sense if some indie game came out where it promoted killing civilians and then the Jack Thompson types tried to blame Microsoft for promoting games that desensitize our youths and blah blah blah.
So basically Microsoft is just covering their asses, and unfortunately Nazis fall into that category.
Also my 2 cents: I'm glad Sony and Valve (I'm sure there's others) are reaching out to handicapped gamers. A kid without a right hand won my local GameStop's Guitar Hero contest and when I asked him if there were other games he could play he didn't have much of an answer. I walked away thinking about how there's probably a market for these types of gamers that no one has capitalized on yet.
Do people like this game? I've been trying to fill a MMO-void in my life since I can't afford subscription fees for WoW. I've heard so-so things on "freemium" MMOs so far.

Not that I'm complaining, I'm just a broke college student who can't afford $60 for any game right now.
