This game was announced at E3 in 2009 and it appeared at a Japanese expo in Europe that same summer. It was in simultaneous development with an Xbox 360 version that was being labeled as DanceDanceRevolution. While the core disc was being planned to have a selection of songs, Konami was pushing hard for more 150 Bemani revivals to be made available in a regular DLC catalog. The pad was being re-designed to feature eight arrows for what it was calling an "Octo-Dance Mode" at the time. I'm hopeful it got scrapped because, to me, it looked messy at the time. The reason for the numerous delays was to implement functionality with future accessories.
I'm not sure why this is being referred to as a launch party, because it is just the first public appearance of the Playstation 3 SKU of DDR, along with a handful of other really cool things. Oh, and don't worry, snacks will be provided at the event.
