My impression is that everything "new" added to CO costs additional Cryptic or Atari points to buy. So what is the cost of these new features? This just seems to be the latest "monetization scheme" they have cooked up.
Game launching with separate DLC, or retail-specific weapons .... at this point ME3 is where I've decided to put my foot down.
Not saying I'll never buy it, but I'm going to wait until an "everything" version of the game is available. I've had enough of obnoxious attempts to monetize me.
Not sure if anyone will come back and read this, but I was able to resolve my issue in a slightly unsavory way.
Via a "Custom Clean Install", I reverted back to the 285.62 version of NVidia drivers (Windows 7 64bit, GeForce GTX 560 Ti). I only seem to get the error above if I'm running the 295.73 of the NVidia drivers.
I got dragged a little kicking and screaming to try out this game due to a friend.
Its a pretty awesome game - I'm quite impressed with the depth of the character customization system. Every character has like a primary job, a subjob, and a tertiary job. Dual-spec? try like Quad or even Penta-spec(!). Appearance tab? What... they give you... like... SIX appearance tabs?!!?!? @___@;

"And then there's the self-root. Sigh. Now, I've heard that this becomes less of an issue at higher levels thanks to unlocked abilities and glyphs, but I've yet to experience that, so I'm just going with what I know, and what I know is that having ability animations that root me in place completely blows. As I mentioned earlier, I played a Warrior for this beta test, and the whole philosophy behind Warriors is that they fight with a pair of swords and focus on landing a flurry of quick-but-weak attacks in order to defeat their enemies. More importantly, they are evasion tanks. Their leather armor isn't going to do much to stop the force of an attack, so if Warriors want to survive on the front lines, evasion is their best line of defense. Why is it, then, that every single attack -- even my basic mana-generating combo attacks -- roots me in place until it's finished? Yes, I could break it early by using my dodge ability, but if I wanted to break an animation early while my dodge was on cooldown, I was screwed. Since I was playing a class that relied heavily on evasion and positioning to survive, that extra fraction of a second required to finish the animation was often the difference between avoiding damage and eating a power attack."

Going to Aion forums, it looks like a number of people have been running into this issue: http://forums.na.aiononline.com/na/forumdisplay.php?f=6
However unfortunately it also looks like no official reply has been put out by NCSoft on what the problem is or how to fix it.
... sigh ...
