Epic allowed you to run your own dedicated server for UT3 on PS3. The server files are available to download on their site, with help sections on their forum.
I can't think of any other game that allowed you to do that this generation though.
Why would anyone ever expect Lumines to be on the list? Lumines/Lumines II won't get a digital release due to music licensing.
Not much can be done about that unless everyone who contributed music to the game decides to waive all royalty/copyright ownership payments, and that is never going to happen.
Maybe you lot in the US are getting bent over by the exchange rate. The Ico HD Collection launched on the UK PS store just before Christmas. It was and still is cheaper to buy the digital version over the retail Blu-ray version. It is very well priced in the UK.

You can. All you need is a developer's license so you have access to the SDK. Doing it this way, you could then sell your themes on the store and make hopefully make back the cost of the license. If themes are good, you can make a tidy profit.
Most of the themes from 3rd parties on the store are just looped videos. It doesn't take a huge company to put something like that together.

At least with the PSN maintenance, people can still play online. I'm online now and many of my friends are in BF3 and COD MP games.
