No it can not. The familiar is given to you by a man in a sealed room. The top of the Violet Citadel where you can fly is connected via portals and is not where you obtain the pet.

That is definitely the worst thing about that instance. The second one is that people keep going to the first right instead of going left and bypassing a ton of pulls.

Just second(ing): For Azjol'nerub, Hadronox can be skipped with Mages as well.

Only thing I found in Arathi is that Booty Bay pirates mini quest zone on the southwest side.

If they patched that then no. Then at least for awhile the higher learning achievement was only to get the book that teleports you and has nothing to do with him. Still worth a try I would think.
