That's a scenario that works both ways though. Sure you can easily escape a dead server, but servers can also die around you just as easily.
I think keeping transfers paid helps promote a little bit of stability, at the price of player convenience (I know there are more then a few moments I wanted to switch servers but stayed just because I didn't want to pay for it).
That all said, I don't think it matters as much in GW2, because you don't have faction balance to worry about. Whether you have 90% Charr on your server doesn't matter all that much as say having 90% Horde on a server. I haven't spent too much time on how their server vs. server PvP will play out, but I can't see that being on a such a scale that anything other than really extreme server populations will really be an issue.
Assuming there's only a single overflow server, sure. But I doubt with demand and hype that there's going to be only one, at least at first.
That said, now the best thing they can do is introduce a Battle.net-esque cross-server friend system so if you do get stuck in overflow, you can still PM your friends who are in game to let them know you're on your way.
They will be lucky if they sell 1 million. What's the EVE playerbase? Its surely less then a million, and you can't even count on every EVE player also picking up DUST.
And yet they hope to rope in millions of more players to a game most of them have never heard of, out of the already crowded FPS market, with the social stigma of being involved in an MMO hanging over their heads? Seriously?
Either this is one hell of a game, they're going to give it away for free, or they're all on meth.
