It's not that they fixed the issue. If you at any point managed to get your content authorized (Prior to Friday), then by chance loading the game while logged off MAY let you play the game.

Those who did a fresh install during this problem, or bought the game since Friday aren't as lucky.

Back to your post, unfortunately that "workaround" only allows you to Load the game, but if you had already DLC installed, it will cause problems, like disappearing items, or inability to get to certain areas, etc.
