I reread the article and did see this was effecting reformatted HDD, it seems to me though that this requires the same effort as it does for hackers to get your information over XBox Live.
I still stand by my point with Gamestop, but I will admit that it doesn't really apply to this particular scenario.
I do agree that this is something that Microsoft needs to and probably will address, however issues like this are all part of a complicated battle between those trying to protect information and those trying to gain access to said information.
The billing information is generally stored online(hence why you do not see it if you cannot connect to XBL). Sure there maybe a local reference to it, but it's not something you would be able to access unless, like someone mentioned, someone gains access to the account.
Now one thing I didn't see, and feel free to correct me on this, is that the people doing the research didn't mention if the devices they purchased had their HDD wiped.
One thing people fail to remember doing is to format the HDD prior to selling to places such as Gamestop, in hopes that Gamestop will do this. This is a fail. If you have information/credit card information stolen from your console because you were relying on someone else to do it for you, perhaps this is a life lesson worth learning from.
Besides, keep in mind the naysayers, trolls, whiners, or whatever you want to call them don't represent everyone, or even the majority in most cases, just the people who cry the loudest.

Like most I played AoC back in the day, came back, left, came back, left, finally abandoned all hope of the game fitting what I think it should have been and moved on. In that time, one thing has stayed consistent, and that's Silirrion's ability post a response that ends up p*ssing more people off than it does calm them down.
Now I could be wrong but it seemed like Tarib and some of the others do this less, just a thought/hint. Don't get me wrong I appreciate that a Game Director is willing to chime in from time to time, but in some cases maybe it's better that they don't save maybe for the state of the game.
