It is a federal case and he violated the DCMA "It criminalizes production and dissemination of technology, devices, or services intended to circumvent measures (commonly known as digital rights management or DRM) that control access to copyrighted works."
Fact of the matter is he broke the law and probably would have been fine if he was not trying to profit on breaking the law.
Not saying the fine is or term is right, but if you break a law there is consequences.

Also you mention cars. There is a limit of what you can legally do to a car and that is governed by state. Try having people pay you to remove seat belts and see what happens

Even if he had hundreds of pirated games for his personal use I do not think they would have gone after him. The fact that he was making a profit on doing something illegal is what he is charged for. Wired has a good link to this. Also did not realize this is a pretty old case from early 2008 just coming to court
