When you first purchase the game, when it brings up the screen that says "thank you for your order", if you look below the "start download" button, there is a link that says "Want to download later?". You click this link, give them your email address (to send the download link to) and then go to your Amazon games library by hovering over the "Hello, XXX Your Account" button in the upper right corner of the screen. The third to last option is "your games and software library". Click that, and it will bring up a screen with the CD keys of all of your game purchases.
I can't speak for anything that goes through Steam as to how registering it may be different, but I have purchased a lot of games over Amazon, so I know you can get the CD key without downloading the actual software.
when you buy digital games from Amazon, it works kind of like with Steam, except without an external program. You download an installation file and install, and your games library on Amazon.com provides you with the key and a place to re-download the installation files if necessary.
Every game I have ever ordered was pristine, and came with working DLC codes (got working online passes for Medal Of Honor, Bulletstorm, Homefront, and Red Faction: Armageddon), and had the original case and manual.
And by the way, DAMN YOU JOYSTIQ...a lot of the games I added to my cart but didn't order before work were sold out when I got home. I still got:

I rather enjoyed Dragon Age II. It definitely was not as good as Origins. No one would argue that. And I do get SOME of the criticisms (recycled environments, contained story), but the combat was a blast to play and it was still a really fun game. But good god, you'd think people were playing Pulse Racer*.
Plus, you'd have to consider that even if there isn't any copyright infringement at stake, a company can choose to have a site blocked just because. That's how poorly this bill is worded.
For example, if I went online and said I think Activision treats their employees like crap and re-hashes the same games over, and I said this on my own person blog, they could have me blocked just because they feel like it.
I'll admit, I download music. No movies, games, or anything else. If I like the music, I purchase it. If I don't, I delete it. I'm married with a kid, so if I bought every CD I had a passing interest in, I'd go broke. Sure, there are things like Myspace and Last.fm, but often times they will only feature clips or singles. And in this age of iTunes, there are few bands I can count on to come out with anything more than a solid couple of singles, and an album of crap filler. And clips just don't do it for me. So yes, what I am doing is technically illegal, but again I always delete something that isn't for me, and purchase something that is. A lot of these are albums I wouldn't have purchased otherwise, honestly.
Though I digress. The point is...this goes far beyond anti-piracy. This is a thinly veiled attempt for major corporations to be able to control the Internet. Maybe I sound like a conspiracy theorist. Maybe I am being one. But that's how this comes off to me.
