Wait, isn't it impossible to "win" space invaders? Eventually the invaders (or, in this case, pork barrel spending) wins, no matter how hard you try. Even if you wipe them all out, more just keep coming.
The 82% probably said they wouldn't mind adverts when in proper context, such as in a sports game. All the marketing company had to do was rephrase it a bit to twist the facts.
