How much does the whole EU care if France loses the ability to attract game developers through tax breaks? No-one else loses much if devs go shopping around. Maybe they will move to Canada, maybe they will move to the Czech Republic.

Any country can say, OK "Industry X", I will not tax you, now come here and give me some jobs and I will tax the people that you employ instead". Maybe you will increase your revenue doing that, maybe you will not. Depends how elastic the demand is. Will these French guys really pack up and move to Canada where the accent is so, so weird? Time will tell I guess.
