Well Timmy, because people who buy a game think that they own that game title and should have every item and maxed out stats and want it now, while putting no time into getting that item or stats. And those same game hackers think that they are cool and leet since they can kill "noobs who bought the game and quested/farmed for their items the hard way" by just modifying the game code via hacks.
Yeah, that's the reality. That's the way D2 open works. D2 closed, just buy the gear from a website get power leveled to use said gear and then wonder why they can not find a good challenge within the game.
They are just responding to the current websites that sell D2 items for real money. They see those "illegal" sites making a lot of money, and found a way to fit it in.
At least this way, the players will be getting most of the money, Blizz only gets a small cut.
