Considering they were given $4 million the year before to hire 65 people (as reported in April 2010), perhaps the government didn't hand over the money if they didn't hire the required number of people previously. The Ontario government probably didn't want to keep handing money over if there was no real sign of progress. Given that Ubisoft recently moved into Toronto in late 2010, and is a MUCH bigger name and is hiring way more people, I can understand the government would rather put its money there.

Maybe this is to make up for Canada getting screwed over for almost every promo that is in America. I don't understand why they decided on Halo Wars rather than FORZA. The game choice seems weighted towards the bigger franchises (which are all getting new games soon), and the double-dipping in Halo is strange to me. Unless Halo Wars 2 is announced at PAX I believe Forza 3 would have been a far better choice.

At the very least it isn't a LEGO bundle...although a bundle with Lego Star Wars, Lego Batman, Lego Indiana Jones, Lego Pirates of the Caribbean, and Lego Harry Potter would have been far more entertaining to me.

I got 1320 points, got Midnight Club: LA on Games on Demand (adding a whopping 40 of my own purchased points), and now I'm happy :)
