Just to be clear. In the video the person is choosing a local computer on his router to use as a DNS server instead of the ISP server. A DNS server is the computer that translates a website name like "www.google.com" into an IP address your webbrowser connects to.
In this case he put in a 'false' entry in the server to have the Wii shop domain resolve to one of google's IP addresses. From there he can use google to reach other websites normally though there is no standard browser functionality like manual address, bookmarks, history, etc...
